Thelma Pannell – Dantzler, President and CEO of the Phillip Pannell Foundation Inc. (Phillip Pannell Youth Club) also mother of Phillip Clinton Pannell and Natacha Pannell. Thelma is currently retired and has devoted her life towards changing how the world views innocent victims slain by law enforcement and grieving mothers who are survived by the loss of their sons and daughters. Mrs. Pannell – Dantzler has endured decades of trials and tribulations as a result of her son’s death, the countless cases she’s repeatedly heard about and has decided to start the foundation to bridge the gap between police, parents and community as a whole. She vows to make an impact in grieving mothers and young people’s lives who may need help with dealing with the loss of a child, sibling, peer pressure/bullying, family trauma and those persons who may need someone to listen. Thelma Pannell – Dantzler has gained unwavering strength from her faith in GOD, family, and community support. In 2015, Thelma found solace through a grievance group and from there deemed to help other families to not have to endure the pain she has encountered. Mrs. Pannell – Dantzler’s plight is to honor her son’s memory and hopes that no other parent would have to experience the senseless death of a child.

Phillip Clinton Pannell was a 16 year old beloved son, brother, relative and friend to all those who loved him, and continues to cherish his memory. Phillip was known by many as “Phil” or “Clint” he’s remembered as a warm hearted, loving caring soul. On April 10, 1990 Phillip was shot in the back, with his hands up in the air and killed by a police officer while cornered in a backyard bordered by a 6 foot fence. The incident shocked America as this occurred in a small suburban diverse community. The senseless violence committed by the hands of police is not anything new to the country yet this was considered “case ground zero” and shed light to a pressing issue embedded in the American fabric of cultural disparities and structural violence around the country.
